Background of Department

·         Established in 1971 under the supervision of Director Education (Schools) as an Extension Center.

·         Present status established in 1976 under Administrative order in the light of Federal Act of National Bureau of Curriculum (Ministry of Education).

·         BoC & EC functions under the administrative supervision of the Secretary, Government of Balochistan, Secondary Education Department.

·         Comprises three service cadres:

            1)         Bureau Cadre (50%)

            2)         College Cadre (25%)

            3)         School Cadre (25%)

 

Mandate and Objective of Department

Mandate:

·         Bureau is the primary custodian of standards, sister organizations must develop its processes reaching the standards notified by Bureau.

·         Bureau has upper role to audit the output standards.

·         Curriculum development/review is  the mandate the Bureau

·         Prepare and monitor curriculum implementation framework (CIF)  is the basic tasks of BOC & EC.

At the back drop of 18th Amendment in the constitution of Pakistan to devolve the education to provinces and with introduction of Article 25 A, it necessitated to review and revisit the approaches for the promotion of quality education. Bureau of Curriculum and Extension Centre Balochistan being an organ of education department government of Balochistan has a pivotal in enhancing the quality education.

BOC & EC foresee as a centre of quality of control through development research based output standards and curriculum review with the collaboration of sister organizations that produce quality, innovative and skilled human resources to meet the local and global market needs.

As this directorate has already contributed in developing a well guiding document in the form of “Balochistan Education Sector Plan” with all other thematic groups. It is too being ensured that same contribution will continue with all stakeholders to ensure provision of quality education at each level.

Provincial Education Assessment Centre(PEACE) BOC & EC

Background of Department

Assessment is a systematic process that plays a significant role in effective teaching. It begins with identification of objectives and ends with a judgment concerning the extent to which those objectives have been attained. Assessment of students’ learning requires the use of a number of techniques for measuring students’ learning achievements. Assessment provides information for quality of education to inform policy makers; to diagnose learning difficulties and problems of students; to review and revise instructional strategies. It is not one time activity but an ongoing process aiming at continuous assessment. The policy documents of Federal and Provincial Governments stress upon the quality of Education which can only be determined through appropriate assessment techniques.

The policy documents of Government of Pakistan stress upon the quality of education, which can be determined through appropriate assessment techniques. All the education policies 1992, 1998-2010 and ESR action plan 2001-2005 recognize the interdependence of quality and quantity in education as an important contributory factor in national development.

National Education Assessment System (NEAS) is one of the key programs under the education policy 1998-2010. The program aims to develop national capacity for the monitoring the learning achievement of elementary level students in order to improve the quality services (curriculum, textual material, teachers delivery and policy formulation).

To achieve this NEAS demonstrates as an umbrella institution at national level with its associated centers of Provincial Education Assessment Center PEACEs (Balochistan, Punjab, Sindh and KP and Area Education Assessment Center.

Provincial Education Assessment Center (PEACE) Balochistan was established in Bureau of Curriculum and Extension Centre in 2002, and it is responsible for development items, administering assessment instruments, Monitoring assessment activities, marking & scoring instruments and entering data, Dissemination reports.

PEACE is a sample based national assessment, at class 4 and class 8 level in four subjects i.e. Urdu, Mathematics, Science and Social Studies.

Objectives of the PEACE

·         To institutionalize a monitoring system, which permits and encourage constant educational

instruments

·         To keep a development track of quality of students learning by establishing bench marks and

subsequent regular assessments.

·         Identify the learning strengths and weaknesses with reference to the Curriculum

and competencies.

·         To provide feedback to policy makers and front line implementers with the necessary 

tools and indicators to monitor the quality of education, Curriculum, Classroom teaching practice and other educational inputs.
